生态文明视角下城市生态基础设施规划——基于国外实践经验的思考 生态文明视角下城市生态基础设施规划——基于国外实践经 验的思考 Thinking of the Planning of Urban Ecological Infrastructure Under the Horizon of Ecological Civilization 李忻 郭盛裕 Li Xin, Guo Shengyu 摘要：2 1世纪，中国正在经历着城市社会来临的关键节点，快速城镇化一方面加速了 城市社会的进程，同时还导致城市空间蔓延与无序扩张，引发生态系统退化、环境污 染、资源短缺等城市问题。这不经使我们反思传统规划中 “重经济、轻生态”的惯性 思维。党的十八大报告提出生态文明建设，是对传统工业文明的扬弃与改造，是人与 自然关系和谐、可持续发展的文明。生态文明发展观要求我们重视城市生态基础设施 规划，本文基于国外城市生态基础设施规划实践经验的总结，分析我国传统城市生态 基础设施规划的不足，分别从区域、城市、社区三个层面提出生态文明建设对城市生 态基础设施规划的指导和建议,希望对解决我国目前城市化过程中城市生态基础设施规 划所面临的困境提供一些启示。 Abstract: The 21st century, China is experiencing critical nodes of urban society, rapid urbanization has accelerated the process of urban society, but also causes spreading of urban space and city sprawl, and then causing ecosystem degradation, environmental pollution, resource shortages and other urban problems. This makes us reflect on the way by the heavy economic, ecological light the in traditional planning. The eighteenth National Congress of the CPC have Proposed“Ecological civilization construction”, this may against the traditional industrial civilization, this civilization has a harmonious relationship between man and nature, and also is a sustainable civilization.
