The obtained mathematical model is more economical. Introduction In the design of water supply project, the determination of pipe diameter is an 4q D important constituent part of design, because in the formula v (D –pipe diameter, q -- pipe flow, v - - flow rate), the determination of pipe sections directly affects flow and flow rate, usually, q is the first calculated parameter, therefore, the determination of economic pipe diameter determines economic velocity. Currently, there are a large number of literatures referring to the contents on the determination of stressed water pipe ’s economic pipe diameter(1～5), but they all ignore the time value of money, because pipeline cost and administrative costs are not in a service life, there is no way but placed on the position of present value or final value to compare,
