However, the current policies on rural-urban teacher mobility are not implemented successfully and fall into a dilemma because they go against the wills and interests of many urban schools and teachers. This paper applies game theory to inquire into the relationship between three game players in the system of rural-urban teacher mobility: the policy makers, the rural and urban schools, and the rural and urban teachers.
