II Case study of the task
Centralizing or Decentralizing
Now ,Zhangxin and Wanghai are big bosses. But only
after becoming big bosses do they realize that being a big
boss is no easy job. When they were bosses of a small
business and had a small market share, they had only a
couple of factors to consider. Whenever a problem
occurred, a brief discussion between the two would yield a
solution. Decision –making was simple and timely, and
implementation prompt and thorough. Now, however, with
their business rapidly growing and the market constantly
changing, it is no longer possible for the two bosses to do
things in the old fashion. They cannot afford to make
decisions for everything and personally implement every
decision. The company must be restructured in order to
operate effectively.

specialists on the restructuring and learned a lot. There are, however,
two issues which they find hard to decide on. First , should the
company have a functional organization or a divisional one? If a
divisional approach is adopted, a related issue is the degree of
