中小型货代企业的组织再造 摘 要 本文旨在通过组织再造的方式，用以改变目前众多中小货代企业效率低下、发展缓慢的现状。 使企业的组织结构符合发展战略目标，提高核心竞争力、实现企业的战略目标。 首先，本文分别对货代行业和组织结构进行了概念性的介绍与讨论，为后面对货代企业的组 织改造做了基础的铺垫。 其次，从货代行业的外部环境分析和行业内关键竞争力分析入手，找出中小型货代企业发展 缓慢的原因是组织上的问题，并逐步分析选择适合的组织结构形式。 再次，本文重点以越洋国际货运代理公司作为中小型货代企业的代表，对企业的业务流程进 行深入的分析，找出最适合中小型货代企业发展战略的组织形式--技术职能制的组织结构形式。 其中对业务部门进行了重新的规划整合，明确了各部门的工作任务与工作人员的责任分配。并将 组织建设与行业关键竞争力充分结合，为企业设计出相匹配的、高效的组织结构形式。 最后，提出了在新的组织结构形式下，采用平衡计分卡的绩效考评制度，确保管理者能够有 效的执行企业的发展战略计划。 关键词：货代企业，组织再造，发展战略，平衡计分卡 THE ORGANIZATION REENGINEERING FOR SMALL AND MEDIUM-SIZED FREIGHT FORWARDING COMPANIES ABSTRACT This paper aims to change the present situation, inefficient and slow development, of number of small and medium-sized freight forwarding companies though organization reengineering. As a result, the organizational structure of enterprises will be in line with the strategic objectives, the core competitiveness will been enhanced and the strategic objectives of the enterprise can be reached. First of all, it’s a conceptual introduction and discussion on the freight forwarding industry and the organizational structure.
