声明及论文使用的授权 本人郑重声明所呈交的论文是我个人在导师的指导下进行的研究工作及取得的研究成果。除了文中特别加以标注和致谢的地方外，论文中不包含其他人已经发表或撰写的研究成果。 论文作者签名 年 月 日 本人同意上海立信会计学院保留使用学位论文的规定，即：学校有权保留送交论文的复印件，允许论文被查阅和借阅；学校可以上网公布全部内容，可以采用影印、缩印或其他复制手段保存论文。 论文作者签名 年 月 日 摘要 人口老龄化是当今世界共同需要面对的问题之一，它是历史发展的必然产物。近年来,在我国快速发展的经济下，人民生活水平的不断提高以及老年人口增长速度快使其老龄化水平日益严重。一直以来，老年人都被看作社会包袱和家庭负担，而我国在应对老龄化问题上，把最为重要的关注点放在了养老和保障方面，却不免忽视了老年人的价值。通过实地调查及数据研究处于中间层的嘉定区低龄老年人再就业政策，并对现有的低龄老年人再就业政策进行分析从而提出可操作性并有针对性的建议显得尤为重要。希望通过本篇论文能对目前的低龄老年人再就业政策的改进有点些许帮助，对其他地区也能有所借鉴。因此，本文在嘉定区为例展开调查，分析了低龄老年人再就业现状和政策的实施情况，又借鉴发达国家开发低龄老年人力资源出台的政策的成功经验，针对我市自身特点，以小见大探索如何通过政策辅助让老年人把存在其身上的个体价值转化为社会的现实价值，同时又满足其自身需求，在了解目前低龄老年人再就业政策的现状和存在的问题后提出合理性建议。 关键词：低龄老年人；再就业政策 Abstract The whole world is faced with the aging problem today. In the new century, the speed of aging in our country has accelerated continuously and has extended to a severe degree. It causes a series of problems in the respect of social and economic development, for example, the insufficiency of labor resources supply and the overload of the social security and payment system. Hence, exploring the ways of active aging is the inevitable choice of every country. That is to say, the government intends to provide the elder with a sense of security and happiness, but few related to worthiness. Therefore, this thesis will take Jiading district as the research object, analyzing the necessity and feasibility of the exploitation of younger elderly human resources. In view of the city’s own feature, one can see what is coming from small clues on the question of how to transform the individual values existed in the elder into the social realistic values through auxiliary of policies, and also considers the question of how to satisfy the younger elder’s own demands by studying the government policies and implementations, and drawing lessons from developed countries – for they have successful experiences of introduced policies of develop
