In new centllry,it；s an urgent need for FuiJan which will make further efforts to put
the strategy of opening to the outside world into practice，build up the capacity for
development and promote the growth of economy to improve and optimize the
investment en讲ron／lqenl in Fujian．Human resources is the first resource．and it is the
most dynamic and important factor in the investment environnlent．The state of human
tesources affec挺the conditions of Fuiian investment environment of human resources
and fo advance the quality of human resources for the optimization ofFuiian inveslment
environment and the sustainable development of economy and society．The problem of
human resolll℃es was studied from the angle of optimizing investment environment in
this article．
First，analysis of general theory on the human resoarces development and
investment cnvironment optimization was made to emphasize the comaotation and
characteristics ofhuman resources and to expound the meaning、content and requisition
of human resources development+Then the author explained that human resources was
赫important factor in investment environment and em龋asized the status of human
resources development in the optimization of investment environment and the positive
effect and CUlTent significance in optimizing Fujian investment ellvironment．
Second，the objective analysis on present situation of Fujian human resources
development was made in this article．That iS to say,methods of comparison analysis and
systematic study,etc。were utilized to make deeply research on the question of Fujian
human resources quantity、structure，quality、market，mechanism、etc?Furthermore,based
