I 我国政府公共政策执行力研究 摘 要 随着形势的发展，执行力的理念日益在向经济、政治、社会、文化等领域渗 透，并不断赋予新的内涵，我们国家也已经正式把政府“执行力”建设纳入了国 家综合治理的范畴，是认识的又一次飞跃。可见，研究政府执行力，不仅是公共 行政理论发展、提升政府执行力的理论建设的需要，而且是现实发展的必然要求。 如果没有政府执行力，再完备的战略最终也只是一句空话，成为毫无实际意义的 一种口号。公共政策执行力作为政府执行力的一个核心要素，理所当然地成为当 前各级政府亟待加强的基本能力之一。 本文是以执行力的研究和发展为导向，通过参考大量的书籍和文献，对我国 政府公共政策执行力进行了详细的分析和研究。首先，以公共政策执行力的概念 和特点为基础，阐述了我国政府公共政策执行力的变迁及意义；其次，笔者又从 目前我国政府公共政策执行力存在的问题入手，归纳出了执行不力的具体表现， 针对问题分析了其根本原因；在此基础上笔者提出了多方面的对策和举措，以提 升政策执行主体的素质为重点、倡导现代化政策执行力文化、引入合理有效的利 益调控机制、加强政策执行的监督和评估机制，旨在提升我国政府的公共政策执 行力。 关键词: 政府 公共政策 执行力 万方数据 II A Study of Public Policy Executive Ability of the Chinese Government ABSTRACT With the development of the situation, the concept of executive power is permeating into economic, political, social and cultural realm, and continuously giving new meanings. The government “executive power” is subordinated to the national comprehensive management areas by our country. It is another leap in understanding. Obviously, the study of government execution is not only the development of public administration theory, the theory of executive power and the needs of improve government building, but also an inevitable requirement for the development of reality. If there is no government executive power, the perfect strategy is empty words and become a meaningless slogan. As a core of the concept of government execution, element of public policy execution become one of the basic capabilities which is strengthened by all levels of government. This article is oriented to research and development of execution. Studying and reaching the execution of public policies of our government, through reference to a large number of books and literature. First, the author expounded the change and significance of the executive of public policy power, basing on its concept and characteristics. Second, the author summed up the performance and cause of ineffective implementations, analyzed root causes from our government execution of public policy
