虽然每年探明和开发的原油量不断增加,但随着我国国民经济发展速度不断
增长,国产原油不能满足需求,进口原油量不断增加,成品油消耗不断增大。加
入WTO后,油品市场逐渐放开,国际竞争日趋激烈,根据中国炼油行业的现状,
炼油业应当提出相应的对策以迎接挑战,确定自己的战略目标和举措。中国石化
总公司已对所属企业开始进行结构调整,将关闭山东小炼油厂,并依托青岛油港
在黄岛筹建大炼油项目。青岛石油化工厂属中等规模炼油厂,在产品品种、规模
上处于竞争劣势,面对如此严峻的形势,如何发挥自己的竞争优势在市场竞争中
争取主动,如何确定发展战略,解决自身产品品种单一、规模不经济的问题已成
为企业的战略问题。本文对企业环境因素进行了分析,在竞争上采取成本领先战
略,通过加工进口原油及输油管线等有利条件,降低成本,占领市场:“十五”及
以后我国交通、运输发展很快,燃料油、重交沥青市场需求量不断增加,目前我
国产量不足,只能依靠进口。渤海原油的勘探量和开采量逐年增加,通过加工渤
海原油,生产燃料油和重交沥青来扩大炼油规模,发挥规模效益,同时增加产品
品种增强市场适应能力,这将是企业发展的重大机遇。

ABSTRACT
In recently the explored and excavated reserves of crude oil increases each
year,but with the fast development of Chinas economy,the domestic crude oil
output cannot meet the needs of demands,thus both the import crude oil reserves
and the oil product consumption grows.After the entry of WTO,the finished oil
market opens gradually and the international competition becomes more and more
fierce correspondingly.Considering the present condition of the oil refining
industry of China,oil refining industry should take the countermeasure and
determine our own strategic target to meet the challenges.China Petrochemical
Corporation has taken measurements to optimize the structure of its subordinate
enterprises.Some small—scaled refineries will be closed.And another large.scaled
refining project will be constructed in Huangdao.Qingdao Petro·Chemical Plant,
which is a middle—scaled refinery,is in an inferior position because its production
sorts are single and its scale is uneconomic.Facing such a severe situation.a series
of problems such as how to display our own competitive advantage to strive in the
market competition,how to determine the development strategy,how to solve
product unitary problem and how to solve the scale uneconomical problem has
become the strategic question of the enterprise.This thesis analyzes the
