Abst ract This thesis adapt the method of combining theory study and exDerimental analysis to anal ize the developing modes and developing law of High Science and Technology Park．Seeks managerial characterestics and successful managerial modes of High Science and Technology Park． The life cycle of High Science and Technology Park is analyzed，and the critical success factors of it are put forward．It is suggested that benchmarking should be carried in Chinese High Science and Technology Park In benchmarking of High Science and Technology Park，attentions should be paid to determining the benchmark correctly，decideing the benchmarking content carefully，carrying performance measurement in a right method，and implementing dynamic benchmarking． It iS pointed out that the existing problems of Dal Jan High Science and Technology Park are as following：First，the combination of research and market should be strengthened：Second，the mechanism of risk investment is not perfect：Third，the incomes of high talented persons are relativelY low． The developing strategies of Dalian High Science and Technology Park that should be adapted are put forward as following：(1)Science and Technology research system and evaluation system should be reformed：(2) Set up and perfect the mechanism of risk investments：and(3)Carry on the benchmarking and create the managerial advantages． Key Words：High Science and TechnoIogy Park；develoDi ng I aw manager i a I mode：benchmark i ng：deve I op i ng countermeasure II 高新技术园区发展规律与管理模式研究 0导言 0．1问题的提出 美国硅谷开创了世界高新技术园区发展的先河，高新技术园区已成为发展高技术产 业最为成功的模式。我国于20世纪90年代初引进这一先进的园区模式，相继在全国布 局建设了53个国家级科技园区，致力于构造具有跨世纪意义战略的现代高技术产业发 展的区域空间。然而，世界科技园区的发展轨迹表明，科技园区是不可能简单复制的。 因此，我国创建与发展科技园区既具有～定的有利条件，但同时面临着更为复杂的矛盾 和更为特殊的困难。尤其是21世纪世界高技术产业的竞争将更为激烈，我国高新技术 园区发展的路在何方，迫切需要在总结经验的基础上，首先从理论上作出正确的回答， 这是事关我国高技术产业发展前途的重大课题。 0．2研究的目的、意义与内容 本文的研究目的为分析高新技术园区的发展模式与发展规律，探询高新技术园区的 管理特点与成功的管理模式，为中国高新技术园区(尤其是大连高新技术园区)在新世 纪的快速健康可持续发展进行理论探讨和实证研究。 目前，我国高新技术园区的发展己进入二次创业的关键时期，我国制定的相关规划， 确立了今后一段时期我们的努力方向：到20lO年，若
