PAGE PAGE 2 新住民在地生活概況暨現行教育措施研究 蔡長進 摘要 新住民在地生活隨著時日進展、內移人數的不斷驟增及相關問題的漸漸呈現，相關的研究也與日據增。外籍配偶的故事呈現三個主要面向：社會性適應問題、子女教育問題與社會流動的障礙問題；藉以探討新住民在地生活適應，諸如語言文化差異、家庭婚姻關係的調適、社會的眼光、自我認知的調適、社經條件不利、子女教育問題及社會性流動問題等。透過文獻分析法分析、研究、歸納出新住民普遍性的生活問題及現行教育措施等。 關鍵詞：新住民、外籍配偶、社會流動、背景不利、文化差異 ───────────────────────── 蔡長進，明道大學課程所研究生 電子郵件：paui042557@.tw Overview of the new residentsand the supporting measures of the existing educational research CHANG CHIN TSAI Abstract Because of the increasing number of shift and gradually adapt to the problem presented, the new residents living in the land and its effects also led to more attention to social and education sectors, relevant research is also increasing. The study is the story of the spouses field observation and interviews (Chen Guanrong, 2007) and Chinas new status of immigrant children in the study of learning achievement (Wang Shiying, Wenming Li, 2006), and with reference to unfavorable background in Taiwan by social mobility and related factors affecting the effectiveness of education policy research (Zhong Wei Qi, Bonni Chan, 2006), residents in the life of the new adaptation, such as language and cultural differences, family and marriage relations of adjustment, social vision, self-perception adjustment, socio-economic conditions are unfavorable, their childrens education and social mobility issues. Through analysis of literature analysis, research, summed up the new residents question the universality of life measures and the existing education facilities. CHANG-CHIN TSAI, Graduate Institute of Curriculum and Instruction, Ming Dau University；Teacher, Chung Shan Primary School , Yunlin E-mail：paui042557@.tw 壹、緒言 台灣男性與東南亞地區女子跨國婚姻的締結，於2005 年新住民與國人登記結婚仍有28,427 人占總結婚率約20.1﹪，這顯示我國婚姻結構已有所轉變。在異國婚姻之生成因素中，因台灣社會一直以來重工商而輕農漁牧的經濟發展取向，大大降低農漁牧男性社經地位，鄉村女性在家鄉找不到「滿意」對象，也就大量向外地求發展。學經歷、年齡、健康或職業條件不足之男性在擇偶時便產生「婚姻排擠」（陳冠蓉，2007），外籍配偶應運而生。 蔡文輝（1999）亦認為在
