Abstract: The author of the current elementary school English education reform, primary school English teaching materials and methods, classroom teaching, teacher training model, teaching evaluation tools and methods, theoretical research and practical experience summed to reflect a synthesis of primary school English education as well as ask questions, Japanese elementary school English education with a number of policies and measures, and the Capital Normal University College of sponsoring some of the primary experience in the teacher qualification standards, pre-, post-grade teacher training methods, teaching evaluation methods and means put forward some suggestions. The purpose of this is to be able to learn from advanced experiences with their peers work together to find suitable conditions of our country’s primary English education a viable direction.

First, the Chinese primary school English teaching situation
1. Overview
According to incomplete statistics, by 1999, there were about 7 million students learning English in school, an average of three hours per week (Mei Deming, 2004).
