To eliminate these unfair treatments, it is suggested that an overall planning of social security for both the city and the countryside areas should be practiced, a fair social insurance policy for citizens at city as well as in the countryside should be made, and the guarantee system for peasant laborers lowest income should be established. To improve their living conditions, the government should have a master plan of building apartments of low rent for the peas! ant laborers.
