It is found that there are stil1 many areas need to be improved , such as the establishment of social insurance accounts , social insurance and its collection ratio , the social insurance fund management and operations , etc. It is proposed that , if the non-commercialization of the labor force is considered as a standard to measure the tension between government intervention and economic development will be the best judge of the effectiveness of social insur~nce mechanism.
