我国残疾人支持性就业的困境与出路 张民省 （山西大学政治与公共管理学院，太原市，030006） 摘 要：支持性就业是一种秉持“先安置后培训”原则的残疾人就业安置模式。近年来，我国支持 性就业政策的施行，为残疾人就业和生活提供了大量机会。但是，由于我国支持性就业起步 晚、发展慢，受各种因素影响，造成了我国残疾人仍然存在着就业保障不足、就业水平较低 ，就业质量差、就业严重滞后于社会经济发展的一些问题。为此，本文认为应以政府为主导 ，积极开发适合残疾人特点的就业岗位，认真落实残疾人就业安置的援助政策、用足用好残 保金，使之成为帮助残疾人创业的 “源头活水”，以积极的态度看待和扶持灵活就业岗位 等，为残疾人提供体面的工作。 关键词：残疾人；支持性就业；岗位开发；分散按比例 Dilemma and Solutions of the Supported Employment for the Disabled in China Zhang Min-sheng Abstract: Supported employment is a kind of employment mode which is in accordance with the principle “Job First” for the disabled. The implementations of supported employment policies in China have provided many opportunities for the employment and life of the disabled in recent years. However, the late start of supported employment, slow development and the impact of various factors on it result in a shortage of job security, lower employment levels, bad quality of employment and employment lagging behind the socio- economic development badly and some other problems. For this reason, we believe that the government should play a dominant role to develop actively the jobs which are suitable for the disabled, implement carefully the supported policies which aim at the employment for the disabled and make a good and full use of the special premium which is enabled to be the inexhaustible source to help the employment of the disabled. Meanwhile, the government also needs to view and support the flexible jobs with a positive attitude and provides the disabled with decent jobs.
