我国残疾人体育事业发展的现实困境及展望 桑国强 温州大学体育学院 摘要：残疾人体育是残疾人事业的重要组成部分，是提高残疾人生活质量、加快 残疾人全面参与和融入社会，体现社会主义文明的重要途径之一。尽管我国残疾 人体育取得了很大成绩，但我们也应看到其发展中存在的一些不足之处。为深 认识这一问题，在收集相关资料的基础上，全面梳理和分析了制约我国残疾人体 育发展中的一些问题，并据以上分析提出了我国残疾人体育事业今后要努力的 方向。研究结果表明：总体上来讲，我国残疾人体育还存在着法律体系和管理体 制仍需完善、专业人才不足，未形成科学的研究体系及重竞技，轻群众体育、体 育教育专业化服务水平较低等一些问题。为了更好发展我国残疾人体育，为此需 建立残疾人体质健康数据库，正确认识残疾人竞技体育，加强理 研究和特殊体 育人才培养等。 关键词：残疾人体育；管理体制；法律体系；人才培养；体质健康数据库；包容文化； Practical difficulties and prospects of the development of disabled sports in China Abstract: Sports for the disabled is an important part of the undertakings of disabled persons, is one of the important ways to improve the quality of life for the disabled, to speed up the full participation and integration into society, and to reflect socialist civilization. We also should see its existing some shortcomings, although the disabled sports in our country has made great achievements. To understand further these problems, We analyze some factors which restrict the development of the sports for the disabled on the basis of collecting relevant data, and put forward some advice. Research results show that: in general, our countrys legal system and management system still need to improve; shortage of professional talent; lack of scientific research system and attaching great importance to sports, lighting mass sports; specialized service level to physical education is low, etc. Therefore, we need to establish the disabled body quality health database for the disabled; to understand correctly the competitive the disabled sports f, to strengthen the theory research and special sports talents training in order to better development of sports for the disabled in our country, etc. Keywords: the disabled sports; the management system; the legal system ;talent training; physical health database; inclusive culture; 作者简介：桑国强（1978— ），男，汉族，山东菏泽市人，
