AbstractAlongwiththerapiddevelopmentofworldeconomy,petroleumandpetrochemicalenterprisefootprintsallovertheworld,andalsopaymoreandmoreattentiontotheworksafety,workerhealth,intheprocessofenvironmentfriendlyexpressionandimage,isthroughthecontinuousimprovementandimproveenterprisemanagementlevel,onthebasisofpromotionandapplicationofhealth,safetyandenvironment(HSE)trinitysystemoperationmanagementmode,changethetraditionalproductionoperationmanagementmethods,improvethefunctionoftheenterprisesafetyinproduction.Dcompanyasalargestate-ownedpetrochemicalenterprise,havegoodcorporatecultureandhigh-qualityprofessionals,thecompanysince1999toestablishHSEmanagementsystem,safetymanagementlevelsgetrapidascension,butalongwiththecontinuousdevelopmentofcompanyandthechangeofthesituationbothathomeandabroad,theexistingoperationconditionsarestillunabletomeettherequirementsofHSEmanagementsystem,thecompanysproductionmanagementprocessstillexistmanyproblemsanddeficiencies,stillexistsafehiddentroubleandaccident,totheenterprisesowninterestsandimagecausedseriousinfluence.TheresearchobjectbasedontheimplementationofHSEmanagementsystemofDcompany,tothecompanysHSEmanagementsystemconstructionandthecurrentoperationsituationanalysis,combiningwithCNPCrefiningplateHSEmanagementsystemoperationqualitystandard,findouttheproblemsexistinginthecompanysafetymanagement,tothecompanyslackofHSEmanagementsystem,institutionalenforcementphenomenon,contractors,lackofeffectivesupervision,extensiveproductionmanagement,accidentmanagement,carriesontheanalysis,proposedthecompanyontheHSEmanagementsystemoptimizationdesignofspecificmeasures,forleadership,functionaldepartments,theconstructionofstaffsHSEmanagementsystemputforwarddifferentrequirements,theperformanceoftheenvironmentalmanagement,safetycultureconstruction,HSEmanagementresponsibilityplace,improvetheHSEawarenessandskilletc.CountermeasuresandSuggestions.TargetedputforwardthestrategyofHSEmanagementsystemimplementation,focusonsecuritymeasuresareputforward,fromsafetyexperiences
