摘要近年来，我国房地产市场经历宏观调控，市场走向从全民买房的热潮渐次变 为消费者理性购房，房地产企业间竞争的激烈程度也随之加剧。企业的粗放式管 理必须向精细化管理转型，而成本管理的精细化尤其关键。工程项目中材料设备 成本占建造成本的比例超过 50%，采购管理的整体水平对企业的成本水平、利润 水平都有举足轻重的影响，所以采购管理的重要程度日益凸显，房地产企业要想 提升行业竞争力，必须不断提高自身的采购管理水平。论文以采购和采购管理理论、项目管理成熟度模型理论为基础，以房地产企 业采购管理为研究对象，首先通过对国内外文献的系统性地总结梳理，总结采购 管理的发展、特点及重要性，归纳比较国内外典型的项目管理成熟度模型特点及 用途。在这些理论基础上，针对我国房地产企业采购管理的特点以及采购管理评 价方法和应用还需要不断完善和丰富的现状，论文将成熟度模型运用于房地产企 业采购管理进行研究。论文在定义房地产企业采购管理成熟度，以及总结房地产 企业采购管理的典型影响因素基础上，构建房地产企业采购管理成熟度模型，及 其评价指标体系及评价标准，通过问卷调查法、专家访谈法、改进的层次分析法 及灰色综合评价法建立评价体系，从采购组织建设、采购流程及执行、采购控制、 供应商管理和采购效果管理五个方面总结房地产企业采购管理的成熟特征，并运 用该评价体系判断企业采购管理成熟度水平；最后，结合 LG 地产的实际案例进行分析，验证模型评价应用的可行性，并给予 LG 地产采购管理方面的意见和建议。论文以项目管理成熟度模型为评价原理，有所创造地将其应用于房地产企业 采购管理领域，一定程度上为房地产企业采购管理水平评价及持续改进和提高提 供了理论和实践层面的借鉴和参考。关键词：房地产企业，采购管理，成熟度模型，灰色综合评价ABSTRACTIn recent years, along with our country real estate market macroeconomic regulation and control, the direction of the market from the national housing boom gradually becomes a rational consumer to buy a house, the intensity of real estate enterprise competition is also increasing.
