On the basis sorting of data, this article was carried out a qualitative and quantitative analysis.The survey shown that the Xiaogang of Anhui integrate the three-part resource of the countries, markets and villages very well through the way of establishment of rural cooperation of Xiaogang Fengyang County, which brought a new leap development in economic, and shown the capability of government’s coordination and organizational, government is playing a collateral role of the credibility and concession of policy; Enterprise is playing a function role of technology and the market stability; Village is playing the role of driving force for trying to change the status quoTo facilitate analyze cooperation conditions, the article Construct a ideal types which defined the limit that the social actor hold of the capital of life and productive in the constraint conditions. The fair cost-sharing of Social action cost and the expected benefits of cooperation are the driving force. The means of achieving the driving force constrain some incentive conditions: free-riding and sense of fairness, the injection of external resources, and the fair way of apportionment of the cost of social action, expected benefits and equity defined clearly.
