ABSTRACTIn recent years, the state has increased support for the construction of logistics from the tax, land policy, the rapid development construction of the logistics park to the extremely important role in the promotion of local logistics industry and economic development, but the repeated and idle phenomenon can not be ignored.The dissertation concludes that mainly involving three behavioral bodies: the central government, local government and logistics companies in the process of land exploitation and utilization. In the base of analysisthe development mode of national logistics park land，the pattern of landdevelopment can be divided into the main business model, the government-led development model and logistics real estate development model. Through the study the relationship of three behavioral bodies, it concludes that the central government acts mainly project approval, policy support and Supervision; behavior of local government is project planning, land transfer policies promotions and municipal infrastructure; logistics enterprises’ behavior is construction of logistics facilities and logistics business. According to the behavior of the various bodies’ behavior and reference to the large number of documents, the dissertation builds the behavior index system of rational exploitation and utilization of logistics park land.Lastly, the dissertation surveys the project of zhuzhou qianjin drugsfood logistics park, in-depth analysis of the behavior of the three main bodies, behaviorally anchored titration to evaluate its land-use problems, respectively, from the central government level, local government level and the logistics enterprise level proposed suggestions about rational land-use.Key Words：logistics park, land exploitation and utilization, the ZhuzhouQianjin drugs food logistics park目录摘要.............................................................................................................................
