摘要产业共性技术是指在很多领域内已经或未来可能被普遍应用，其研发成果可 共享并对整个产业或多个产业及其企业产生深度影响的一类技术。产业共性技术 具有基础性、外部性、风险性、关联性、准公共品性、经济和社会效益性等基本 特征，由于产业共性技术的基本特征和特殊公共品属性，对产业共性技术的研发 可能存在市场失灵和组织失灵现象，这种双重失灵现象决定了政府应在共性技术 的供给和扩散中发挥独特的作用。共性技术是研究开发过程中合作与竞争并存的 技术，政府的作用在相当大的程度上在于选择共性技术的组织模式，即通过合理 的共性技术研发组织模式，使得组织的科学研究成果完全共享，技术成果部分共 享，通过产业共性技术的顺利研发和扩散提高产业竞争力，加快产业升级。因而 研究共性技术的研发组织模式和政府的对组织模式的引导作用有重要的意义。本文的前两章主要阐述了产业共性技术及其研发组织模式的国内外研究现 状，以及产业共性技术的概念、特点、识别、双重失灵现象等一些基本问题。第 三章通过构建共性技术研发组织模型，为政府引导合理的组织模式提供理论依据。 文中的模型借鉴了 Kaz Miyagiwa,Yuka ohno 的两阶段双寡头博弈模型，并对以往 的研究模型做出改进。模型是在考虑投入溢出和成果溢出共存的混合溢出，以及 溢出总量随时间 T 的变化的基础上，引入了研发风险率函数，通过对各种组织模 式的生产者剩余、消费者剩余和 RD 投资率进行比较，探讨哪种组织模式更适合 共性技术的研发和扩散。结论表明：市场机制下，企业不一定会选择 RJV（Research Joint Ventrue，技术联合体）；从社会福利角度，RJV 产生的社会剩余大于 RD 卡 特尔和 RD 竞争；为使社会福利最大，政府应引导企业形成 RJV。通过模型的结 论分析，文章提出了政府引导企业形成 RJV 的具体途径和政策措施。第四章研究了 RJV 的四种具体组织模式：项目组织、产业技术联盟、科研基 地和国家共性技术研究机构。从组织特点和适宜的共性技术类型两个方面对四种 组织形式进行研究。从组织成员、组织经费来源、组织管理方式、组织成果扩散 方式四个层面对组织的运行机制进行研究。第五章通过案例分析，对电动汽车产业共性技术研发组织，即电动汽车产业 联盟进行研究。从组织成员、组织经费、组织管理、技术扩散与共享机制四个层 面分析了电动汽车产业联盟的运行机制和政府作用。本文最后对文章结论进行总 结并提出进一步的研究方向。关键词：共性技术，溢出效应，RD 合作组织，组织运行机制ABSTRACTIndustrial generic technology is likely to be widely used in the present or future in many areas.
