development.Sincethegeographicalandhistoricalreasons,theethnicregionsdevelopedveryslowly,theethnicregionshasabiggerdifferencewiththeotherregions.TheGovernenthasauthorizedaseriesofoptimalpoliciestotheethnicregionsinordertoattainthegoalofvariousnationalcommonprosperity.Withthehelpofthegovernmentandtheethnicgroupsendeavor,theeconomy,societyandcultureoftheethnicregionshavegainedabigachievement,thissuccesshasofferedagreatmaterialfoundationtothenationalidentityandStateidentity.TheMarketEconomicSystemhasdoneagiganticeffectontheminority’sexistenceenvironmentanddevelopment,ithasbroughtalltheracesintoaopen,rapidandfiercecompetitionsituation,italsobroughtthegreatchanges,includingthelivingmannersandvalues.Inamorepluralisticsituation,theinterestsneedsarealldifferent,thedirectlyeconomicgapofthedifferentethnicshasmadeahugeimpacttotheethnicvalueandidea.“UnityinDiversity”isanationalcharacteristicofChinesecountry,thecultureisalogotoanation,theidentityofthenationandbloodisthecommongenes,culturehasabigattractiontothenationalmembers.Theoldminoritysocialformalitywasdisplacedbytheunitedformality,theoldproductivemannerwasreplacedbythemodernmannertoo.Onlysecuretheethnicminorityrightsfromtheculurecanwepreservethecommonculturegenesandfulfillthediversityinunity.Onlyinthisway,canweaviodthelossofthecharacteristicsoftheminorityintheglobaleconomictrend,canweattaintheunityoftheminorityrightspluralisticandstateintegration.KEYWORDS：MinorityRights,PluralisticDifferentiation,NationalState,IntegrationIV引言引言1、选题意义民族问题是个极为复杂和敏感的问题，各民族以各自独特的特点标示着自己的存在，各民族之间互相联系又互相区别。民族之间不是孤立的，而是共存的。中国是个由56个民族组成的统一多民族国家，如何处理民族问题，既关系到民族本身的生存与发展，也关系到民族国家的维系和发展。统一和多民族之间不是简单的相加，而是辩证的相互依存的，任何民族利益都脱离不了国家的共同利益，民族受到伤害国家也必然受到损害。民族的命运与国家的命运是休戚相关的。在一个由多民族构成的统一国家共同体中，要想实现民族多元和国家统一的有机结合，如何实现少数民族的权利保障与国家发展全局之间的平衡便是个关键。这就要求少数民族在实现自己利益诉求的同时，要考虑到国家的整体利益与发展大局；反过来，国家在追求自身建设目标，实现整合的同时，必须充分考虑中国民族的多元性，充分考虑因民族多元而分化的多元权利，特别是少数权利。全球化引发一系列全球问题，使民族问题的表现形式和涉及领域进一步扩大。民族问题的普遍性，复杂性、长期性和重要性已受到世界各国的广泛关注。处理和解决民族问题是构建中国特色社会主义发展道路的重要任务之一，也是构建社会主义和谐社会的重要任务之一。我
