“村改居”社区治理与社区社会资本培育 　　摘 要：“村改居”社区作为一种过渡型社区，是城市化快速发展的产物，面临多重治理挑战，其中关键问题在于社区社会资本缺失，具体表现为居民间信任不足、共识性规范缺乏、社区关系网络弱化及社区社会组织发展迟缓等问题。从建设新熟人社会、提高居民信任水平，培育社区社会组织、完善社区关系网络，发展社区文化教育、形成社区共识性规范，完善社区服务体系、实现多元主体的共建共享等方面介入，重塑和培育社区社会资本，将有助于实现“村改居”社区的治理优化。 　　关键词：“村改居”社区；社区治理；社区社会资本 　　中图分类号：C913文献标识码：A文章编号：1672-1101（2017）05-0080-06 　　Abstract： Urban communities originating from rural villages， as a type of transitional community， result from the acceleration of urbanization， facing multiple governance challenges. One of the key issues is the lack of social capital， which is characterized by the problems of the insufficient trust between residents， lack of consensus norms， weakening of community relation network and slow development of social organization of community. It will help to achieve management optimization of the governance of urban communities originating from rural villages by constructing a new society of acquaintances， improving the trust among residents， fostering social organization of communities， perfecting community relation network， developing community culture and education， forming consensus norm of communities， perfecting community service system， realizing the co-construction and sharing of multiple subject， reshaping and fostering social capital of communities. 　　Key words：Urban communities originating from rural villages； community governance； Social Capital of communities 　　一、问题提出 　　在工业化和城市化快速推进的进程中，许多地区实施了“村改居”。所谓“村改居”，是指将村委会撤销，改为社区居委会，农民身份变为市民身份的基层改革。由此形成的“村改居”社区则是传统村庄转型到城市社区的“合成品”，具有明显过渡型特征。在蜕变转型的过程中，“村改居”社区传统的乡村秩序和治理结构受到严重冲击，与此同时刚刚建立的城市社区管理体制还需要适应磨合，因而面临社区治理调整不适、居民身份转换困难、社?^公共参与不足、社区公共服务短缺等治理瓶颈。 　　进一步梳理即可发现，上述问题都涉及到“村改居”的社区社会资本问题，主要现为传统的社区社会资本，如熟人社会的伦理秩序被现代化浪潮快速消解，但现代社区社会资本却没有在社区改革进程中形成并发挥作用。由此本文关注的焦点是：面对快速的社区治理调整，“村改居”社区社会资本受到哪些冲击？如何重塑重建社区社会资本，建立社区共识规范、形成互动关系网络？怎样确立良好的信任关系、发展社区公共组织，促进社区的良性运行和协调发展？针对上述问题，本文尝试聚焦“村改居”社区治理背景与实践，重点讨论当前“村改居”社区社会资本面临的困境及原因，并探索培育社区社会资本的可行路径。 　　二、文献梳理与分析思路 　　社会资本理论是近年来社会学研究领域中的热点理论，社会资本最初是作为一个经济学概念出现的，在经过布迪厄等社会学家的引入后，已经成
