ii ii Abstract As far as China has acceded to the states parties of the cultural heritage of the world, we have paid more attention to our cultural heritage, especially the heritage of the main cultural sites. It have confronted with both good opportunities and sever challenges. How to correctly evaluate the value of cultural sites and how to deal with the relation between protection and rational have become hot issues in recent years. This article gives a brief introduction to the cultural heritage protection theory, the concept of value, type, idle status and reasons of cultural relics. Then the elements are classified in detail by using the analytic hierarchy process (AHP) and Delphi method to evaluate the cultural sites. Meanwhile, the article summarizes the domestic and international cultural heritage protection using the model, which are divided into the overall protection and local protection two. The article focuses on the analysis of the various mode of protection and utilization characteristics, shortcomings and applicability. Through the successful cases from the domestic and foreign, it studies a contrastive analysis of domestic and external treatment of cultural sites on that experience. The foreign copy requires their own circumstances and asks for flexible use of various types of model. The article uses the example of Wuwei white pagoda temple ruins protection and utilization to verify the theory and method mentioned above.
