服务平台的对策和建议。 关键词：三区联动，人力资源，平台建设 Research on the construction of HR service plat- roof in “Triple helix” Abstract When constructing the knowledge infrastructure in Yangpu district, Shanghai government combining the by strategy of developing the country by relying on science and education and strengthening the nation by talents has put forward a core conception of “Triple helix”, i.e. the functions of university-industry-government. “Triple helix” means a combining pattern of the construction of university, the self- employed industry garden of science and technology and the development of public community. An expanding network system of interactive spirals is generated as university, industry, and government engage to promote economic development and academic research. University provides self-employed talents, projects, means for the industry garden ,and intellects for the economic and social development of the whole city zone；the science and technology industry garden is a place for employment and self-employment of teachers and students and citizens；the city zone serves for university and industry , and creates an good environment for habitation, entertainment, and communication. This paper starts from the “Triple helix” practice of Shanghai, uses the successful silicon cases for reference, analyzes the HR of university- industry-government, and suggests integrating all recourses to construct HR service plat-roof for “Triple helix”. The author utilizes new MPA theory, HR outsourcing theory, HR integrating theory to annotate all located roles in the construction of HR service plat-roof, introduce each module of HR service plat-roof in detail, and advocate a creative model of HR service plat-roof for “Triple helix”. The author thinks that the design and construction of HR service plat-roof should make the industry main body, and put forward countermeasures and suggestions for perfecting HR service plat-roof from perspectives of university- industry-government.
