万方数据 万方数据 摘要 沙特的社会福利制度经历了一个长期的历史发展过程，至今已经成为一种相对完善的 制度。对沙特社会福利制度的分析不仅有助于我们加深对沙特风土人情的了解，对当下我 国进行的社会福利事业也不无益处，我们可以借鉴沙特在推行社会福利方面的有益经验， 对于其缺陷也值得我们进行反思，以期提出更为完善的措施。 文章的第一部分将从文化因素、政治因素以及经济因素来探讨沙特社会福利制度建立 的原因。文化因素是其建立的“土壤”，经济因素是它的“养分”，而政治因素则是沙特社 会福利制度建立和成长中的“刺激因素”。这三个方面是相辅相成的，在分析沙特福利制 度时是缺一不可的。沙特作为一个信奉伊斯兰教的国家，宗教的影响无处不在，所以将宗 教的影响排在了第一个位置。在文化领域内，既有宗教教义的要求，也有制度方面的保障。 经济的因素是各种制度建立的必备的条件，战后沙特国内经济的发展，尤其是石油经济的 繁荣为沙特社会福利制度的建立提供了雄厚的财力支撑。沙特社会福利制度的建立还具有 某些功利主义的性质，集中体现了政府在维护社会稳定以及君主政体的终极目的，所以政 治方面的原因也是不能忽略的。 文章的第二个部分将会对社会福利的实行情况作一个较为全面的介绍。大致根据社会 福利的实行情况以及各个阶段的特征划分为三个阶段，这三个阶段是按照时间段来划分 的。通过对比各个阶段社会福利制度推行中的差异，找出其深层次的原因——社会福利的 推行受到国内经济发展的制约。 文章的第三个部分将会对沙特社会福利的实行情况进行评价。沙特社会福利的推行取 得了一定的成果，在维护国内政局稳定，提高民生方面发挥了十分重要的作用。但是沙特 的社会福利制度并不是完美无缺的，社会福利制度带有强烈的功利主义色彩、在具体的实 施方面缺乏公平、受到国内经济波动的影响过大，另外作为社会福利制度的一个典型，它 并没有克服社会福利制度在推行中的普遍问题——经济发展与社会福利矛盾。其暴露出的 问题也值得我们深入的思考，例如如何兼顾社会福利的推行和经济发展的关系，如何处理 不同利益集团的关系等等。 关键词：沙特阿拉伯；社会福利；原因；实施情况；评价 Abstract Having experienced a long history of development, the welfare system of Saudi Arabia nowadays become mature. The analysis of the welfare of Saudi Arabia will not only help us have a better understanding about the country but also be beneficial to the development of our own welfare system, and we can come up with a better so lution if we deeply analyze the faults exposed from its welfare system. In the first part, we will discuss reasons of why Saudi Arabia built welfare system by the analysis of its cultural atmosphere, its political reality and the economic reason. If the system is a plant, then the cultural reason is its soil, the economic reason its nutrient, and political factor its necessary incentives. All these three factors are necessary and they are interactive during the whole process. Since Saudi Arabia is a Islamic country and it is widely affected by religion, we put Islam as the fundamental factor for the built of the system.
