转型升级背景下的我国工业行业协会角色研究中文摘要 转型升级背景下的我国工业行业协会角色研究 中文摘要 I I 转型升级背景下的我国工业行业协会角色研究 ——以苏州为例 中文摘要 随着市场经济的发展和政府职能的转变，以行业协会为代表的社会中介组织在我 国得到了迅速发展。行业协会作为政府与企业之外的“笫三种力量”，在开展行业规划、 倡导行业互助、进行行业自律、维护市场秩序、反映企业诉求、推动技术进步、拓展 产品市场、完善社会服务以及承接政府转移职能等方面作出了积极贡献,发挥了其他 组织不可替代的重要作用。但是随着经济体制改革的不断深入，政府职能的不断转变， 部分行业协会也表现出和经济社会发展不相适应的一面，突出表现在自觉、不自觉的 充当了“二政府”、“玻璃人”和“逐利者”的角色。作为行业协会的一部分，工业 行业协会也不例外。在转型升级的大背景下，除了要求工业行业协会配合政府部门， 引导淘汰落后产能，转移低端产业，腾出发展空间，继续发挥工业经济转型升级“助 推器”的作用，同时对工业行业协会角色构建等方面提出了新的要求。本文以工业行 业协会为研究对象，列举传统模式下工业行业协会角色错位的典型表现，探究问题产 生的根源，在对发达国家行业协会产生和运作机制进行全面分析的基础上，充分利用 国内外学者的研究成果，并借此提出了转型升级的背景下对我国工业行业协会角色扮 演的新要求，最后借鉴国内外行业协会发展的模式和经验，提出对工业行业协会角色 重新准确定位的对策。本文分为四个部分。第一部分是对工业行业协会角色定位的基 本概述，对基本概念作了诠释；第二部分介绍了传统管理模式下我国工业行业协会角 色错位及原因分析；第三部分是转型升级背景下工业发展呼唤工业行业协会角色重新 定位，并以苏州市工业行业协会的发展为例，分析了工业行业协会的发展现状及角色 扮演存在的问题，试探性的分析问题产生的根源。第四部分按照工业经济转型升级的 要求，提出工业行业协会角色准确定位的对策。 关键词：转型升级；工业行业协会；角色扮演  作 者：巫梅 指导老师：潘晓珍 英文摘要 转型升级背景下的我国工业行业协会角色研究 On the Role of Chinese Industry Associations against the Bacground of Transformation and Promotion——Taking Suzhou for Instance Abstract With the development of market economy and the transformation of government functions, social intermediary organizations represented by industry associations in our country has been developing rapidly.
