1 1 2 2 Abstract In this article the author discusses the digital TV era’s legal programs’ changes based on the impact which the digital technology gives the legal programs. This article says that the legal programs which rooted on the digital signal are different from which rooted on the analog signal. Faces these changes, the legal programs should change the ideas first. It means that the legal programs should have the new purpose, new function and new position. In addition, the legal programs should pay attention on the audience analysis, legal culture and the commercial operation. Then, every form of the legal programs should accordingly changes. This article selects some representative form and says that different form should have different focus. For example, the documentary category legal programs should use the digital technology in order to reduct the ture. The legal programs which tell the audience what the law is should pay attention to the narrative technique. And we should have more and more legal channels. In the first paragraph, the author says that, the digital TV has had far-reaching changes. Because of these changes, the TV communication changes a lot. Our government always supports the digital TV. In the second paragraph, the author stresses that the legal programs have lots of factors which are substandard of the digital TV. In the third paragraph, the author tells that, the legal programs should establish the service as the purpose. Then distinct the audience and make they can see what they want to see. And also expand the form of the business, update the mechanism of the business. And so on. In the last paragraph, the author proposes that, in the digital TV era, we should add many more legal channels, and use good story-telling skills teach the audience.
