我国湿地法律保护问题与对策 　　摘要：湿地享有“地球之肾”的美称，是地球三大生态系统之一。湿地资源是重要的自然资源。随着城市化进程的加快，环境保护问题逐渐走入人们的视野。湿地资源遭到了严重的污染和破坏，尽管近些年来我国在湿地法律保护方面取得了不错的成绩，但是湿地法律保护依然存在着不小的问题亟待完善。从我国湿地法律保护的我国湿地法律保护的现状，并以此为基础阐述我国现阶段湿地法律保护存在的问题，最终提出完善我国湿地法律保护的几点建议：制定专门立法；明确湿地权属；建立协调管理机制；完善湿地管理执法；提高公民保护意识。 　　关键词：湿地；法律问题；保护对策 　　中图分类号：D922.6 文献标识码：A 　　文章编号：1005-913X（2015）02-0049-03 　　Problems and countermeasures of wetland in our country legal protection 　　Wang Yue-xian，Fu Xin-rui 　　（Northeast Forestry University ，Harbi 150040） 　　Abstract： The partys 18 report stated： to promote the construction of ecological civilization， and to adhere to conservation priority， the protection of priority natural recovery-oriented approach. Wetlands known as the kidney of the earth， is one of Earths three major ecosystems. Wetland resources are an important natural resource. However， with the acceleration of urbanization， accompanied by environmental problems can not be ignored. Wetland resources have been severely polluted and destroyed， although in recent years China has made great achievements in the legal protection of wetlands， but the legal protection of wetlands there are still not a small problem needs improvement.
