摘要
公务员激励机制是政府引导国家公务员的行为方式和价值观念以实现行政目标的过程, 是公务员人才队伍管理的重要措施和手段,是激励广大公务员实现共同行政目标的重要保 障。从已有的研究成果看,生存仍是公务员的第一需要,因此,薪酬激励在公务员激励机制 中具有无可替代的作用。近年来,为规范公务员的收入秩序、提高工作效率,我国大多地方 都推行“阳光工资”改革,即把公务员所有收入都纳入公众监督之下。阳光工资改革的初衷 是好的,但是, G 市公安局交警支队进行阳光工资改革后,效果并不理想。
为研究、解决 G 市公安局交警支队阳光工资改革带来的新问题,本文以西方激励理论、 工资理论和公务员激励机制理论的研究成果作为理论根据,借鉴国内外公务员激励机制的成 功经验,通过问卷调查和访谈的方式,对 G 市公安局交警支队干警激励的现状及问题进行调 查分析。从调查结果看,薪酬能有效调动干警们的工作积极性,但薪酬不是激励干警们的第 一因素,晋升、薪酬、内部关系、绩效考评制度等对干警们的工作积极性都有极大的影响。 据此,本文在调查分析的基础上,提出了完善阳光工资下公务员激励机制的对策和建议。

The official incentive mechanism is the government guides National workers behavior way and the value idea realizes the administrative goal process, is important measure which and method the official talented person troop manages, is the drive general officials realizes the common administrative goal important safeguard 。 Looking from the existing research results, the survival was still the officials first need, therefore, the salary stimulation has the irreplaceable function in the official incentive mechanism。In recent years, for the standard officials income order and the enhancement working efficiency, mostly places in our country carried out the reform “ the sunlight wages ” , namely integrating officials all income under the public scrutiny。 The sunlight wage reforms original intention is good, but from the situation of the traffic police detachment of the municipality G public security bureau implementing the sunlight wages,the effect is not ideal。
