松塔水电站工程建设对区域环境影响 　　摘要：松塔水电站工程是潇河流域上一座新建的综合性中型水利枢纽工程，在工程建设和运行中坚持以生态保护为基础，把保证生活和生态用水做为优先准则，对流域内的水文特征变化、地下水资源的保护与合理开发、生态环境的改善以及流域下游城镇生态环境的优化都将产生前所未有的积极意义。工程建成投入运行后，库区形成新的湿地生态环境，工程对流域上地表水的拦蓄和利用也将大大缓解区域内地下水严重超采的现状，而且还增加了对下游城镇生态、生活、工业用水的供给能力。因此，松塔水电站工程实现了生态工程、民生工程的目标。 　　关键词：松塔水电站；建设；生态保护；区域环境；影响 　　中图分类号：TV213文献标志码：A文章编号： 　　1672-1683（2015）001-0061-02 　　Effects of construction at Songta hydropower station on regional ecological environment 　　WANG Xiang-ming 　　（Xiaohe River Basin Bureau of Jimzhong City，Shanxi Province，Jinzhong 030600，China） 　　Abstract：Songta hydropower station project is a new comprehensive medium-sized water conservancy project on the Xiaohe River.It bases on the understanding of the ecological protection during both the construction and operation period.Moreover，it always gives the priority to ensuring the quality of living water and ecological use of water.Hence，it will have positive and unprecedented effects on the hydrological characteristics changes of ecological environment in the river basin，protection and reasonable exploitation of groundwater resource，as well as the general improvement of ecological environment in the river basin area，especially in the downstream town area.After the project is completed and put into operation，there will be the formation of a new wetland ecological environment.At the same time，the efficient impoundment of the project of surface water and its use will greatly ease the situation of over exploitation of underground water，increasing the supply ability of ecological，living and industrial water in downstream towns.Therefore，Songta hydropower station project achieves the aims of ecological engineering and social welfare engineering. 　　Key words：Songta hydropower station；construction；eco-environmental protection；regional environment；effects 　　1工程概况 　　松塔水电站是一座以城市生活用水、工业供水及水力发电为主，兼顾防洪、灌溉等综合利用的中型水利枢纽工程[1]，为山西省重点水利工程，2009年开始新建。工程由均质土坝、供水发电洞、泄洪洞、溢洪道、坝后发电站及坝后提水泵站等工程组成[1]。工程建设地点位于山西省寿阳县西草庄村旁的汾河支流潇河干流松塔河上，工程控制流域面积1 174
