湖北省油菜托市收购政策取消影响研究 　　摘要：2015年国家取消油菜托市收购政策，由主产省自行制定本省的收购政策。2017年将继续油菜子市场化收购工作。为探讨油菜托市收购政策取消的影响，以湖北省作为调查样本区域，从农户和市场两个维度进行评价。结果表明，托市收购政策取消后，市场上油菜子价格骤降，2015年平均每户油菜种植面积下降21.21%，化肥投入和劳动力投入增加，机械投入呈减小趋势，小麦对油菜种植的挤占效应明显，农户种植积极性下降，国内油菜子相关企业产生分化；油菜子国内产品市场面临挑战，进口油菜子减少。最后对未来油菜子价格支持政策调整方向进行了讨论。 　　关键词：油菜；托市收购政策；湖北省 　　中图分类号：F323.7 文献标识码：A 文章编号：0439-8114（2017）17-3386-05 　　DOI：10.14088/j.cnki.issn0439-8114.2017.17.049 　　Influence of Abolition of Rape Support and Procurement Policy in Hubei Province 　　CUI Wen-chao，MA Wen-jie，XIANG Xue-ying，CAO Wen-qiang 　　（Economics and College of Management， Huazhong Agricultural University， Wuhan 430070，China） 　　Abstract： In 2015， with the abolition of national support and procurement policy in rapeseed industry， the main producing provinces took over the right to enact their own provincial purchasing policies. In 2017， the purchasing of rapeseed is going through further marketization. To figure out the effects of abolition of national support and procurement policy， taking surveys in Hubei province as example， the effects were evaluated from the angle of farmers and market. The results showed that， after the abolition of the policy， the market price of rapeseed dropped sharply. In 2015， the average cultivated area of rape was decreased by 21.21%， while the input of chemical fertilizer and labor increased， the mechanical input decreased， and the crowding-out effect of wheat on rape cultivation was evident. Farmers enthusiasm to plant the rapeseed declined， domestic rapeseed-related enterprises generated differentiation. Domestic product market for the rapeseed faced challenges and the rapeseed imports declined. In the end， the adjustment direction for future price support policy of rapeseed was discussed. 　　Key words： rape； support and procurement policy； Hubei province 　　2008年受??际金融危机和农产品价格大幅下跌的冲击，中国农产品价格持续下跌，出现销售困难的问题。在此背景下，2009年中央政府下发了《关于做好2009年油菜籽收购工作的通知》（发改经贸[2009]1362号），明确油菜子托市收购。政策实施使得持续走低的油料作物价格呈现回暖趋势，在一定程度上保护了农民油菜种植的积极性，促进了中国油菜产业的发
