社会资本对微政务公众参与意向影响研究 　　〔摘要〕基于社交平台而诞生的“微政务”，已成为电子政务模式下的公共管理新方式。优化公共服务，促进公众参与，是发展“微政务”的出发点和归宿。但当前我国“微政务”面临公众参与层次低、参与不充分等困境。研究引入社会资本理论，从社会资本视角分析“微政务”公众参与问题，以社会资本为外因潜变量，“微政务”信任和公众参与意向为内因潜变量，通过问卷调查和数据分析，并结合Structural Equation Model（SEM）进行假设检验和模型拟合，以分析社会资本对“微政务”公众参与意向的影响。研究表明，社会资本的3个维度：社会网络、社会信任和社会规范均正向影响“微政务”信任，进而对公众参与意向产生正向作用，即社会资本越丰富，公众越信任“微政务”，参与意向越强烈。研究认为，政府部门应从丰富公众社会资本入手，培育“微政务”信任，促进“微政务”公众参与。 　　〔关键词〕社会资本；“微政务”；公众参与；信任；社会网络；电子政务；微服务；社交平台；微媒体 　　〔Abstract〕The“Micro-Government”which was born on social platform has been developed into a new mode of public administration with the web of E-Government.The original intention and end-result of the development of“Micro-Government”was to optimize the public service and promote public participation.However，Chinas“Micro-Government”was faced with difficulties of low level public participation，inadequate participation，etc.presently.This paper，based on the social capital theory，discussed the influence of social capital on public participation intention towards“Micro-Government”.This research regarded the social capital as exogenous latent variable and considers trust in“Micro-Government”and public participation intention of“Micro-Government”as internal latent variables.The researcher collected data through questionnaire，analyzed data，then conducted hypothesis testing and model fitting by the Structural Equation Model（SEM）.The research found that all the three dimensions of social capital：social networks，social trust and social norms have positive impact on the trust in“Micro-Government”，and then positive to public participation intention towards“Micro-Government”，which means that the more social capital of the public，the more trust in“Micro-Government”and the stronger participation intention.It advised that the government should enrich social capital，cultivate the trust of“Micro-Government”，and then promote public participation in“Micro-Government”. 　　〔Key words〕social capital；“Micro-Government”；public participation；trust；social
