华北电力大学工程硕士学位论文 华北电力大学工程硕士学位论文 I I 摘 要 变电站建设工程管理是保障变电站工程质量最重要的任务，其包括工程招投 标、工程设计、工程电气及土建施工、工程质量控制、工程安全管理及工程成本控 制等各个重要的环节，只有将工程管理的每个环节都控制管理到位，才能全面保障 变电站建设工程的整体质量，才能使社会、企业及个人的实际利益得到保障。 本文首先从变电站工程概念、工程管理及工程施工安全三个方面对变电站工程 进行较为详细的论述，分析了当前变电站建设工程管理中存在的问题及要保证安全 施工需注意的事项。然后，本文就变电站工程的电气工程施工及土建工程施工分别 从设计、进度、安全及质量等方面进行阐述，并强调两者之间协调施工及配合施工 的重要性。接着，本文从电力工程清单计价招投标的管理系统进行分析，给出管理 系统的设计，并对招投标过程中的风险进行了简要描述。进一步，本文还从变电站 建设工程成本控制管理、降低成本渠道及相关造价对比三个方面对工程成本控制进 行了分析，显示成本控制的重要性。最后对变电站建设工程的竣工验收进行论述， 并对变电站建设工程的管理工作进行了展望。 关键词：变电站工程；电气施工；土建施工；成本控制；工程招投标 II II Abstract The national economy has developed rapidly and the pace of information and industrialization has been accelerated since reform and opening up in china. Both ends of the electrical engineering are connected to the informationization and industrialization respectively. The electrical engineering’s achievements and the function in recent years are obvious to people. It has made an indelible contribution to the stability and sustainable development of China’s socialist economic construction through improving production technology and productivity. Substation construction project management is the most important task of guaranting the substation project quality. It includes many important links, such as the project bidding, project design, project electrical, civil engineering construction, engineering quality control, construction safety management, project cost control etc. The overall quality of the substation construction project can be guaranteed fully and the practical interests of society, enterprises and individuals can be protected as long as each link of the project management is controlled and managed in place. Firstly,this paper summaries the substation project from the aspects of the substation engineering concept, project management and construction safety.It shows the problems existing in the current substation construction project management and ensures the matters that safety construction should be payid attention to.
