Secondly, describes the domestic and foreign research status on this subject,and points out the deficiencies on the research at the present stage . On the theoretical part in this paper,author defines the concept of e-government and public political participation, and describes the theory of new public managent ， reinventing government ， political democracy about public political participation in the e-government environment in order to provide a theoretical basis on public political participation research. Thirdly, through the study on the situation of foreign citizen participation in the e-government environment as well as the Chinese status of public political participation on case study ， and summarizes the five concentrated problems on public political participation in present stage, for example, the problems of the desire，structure，level，representation on pubilc participation,and citizen irrational participation. Then,by in-depth analyzing,points out that the reasons contributing to this problem: the digital divide, the impact of traditional political culture, public awareness of political participation. Fourth,based on the studies and the reasons for the conclusions drawn from the analysis, authour put forward a number of policy proposals from two levels on the government and public, in order to promote the development of public political participation in the e-government environment and resolve the current problems in public participation.
