县级精神病专科医院面临困难和发展思考 　　（1.湖南省安化县精神病防治院，湖南 安化 413522；2.湖南省安化县第二人民医院，湖南 安化 413522） 　　【摘要】目的 分析研究县级精神病专科医院的现状和资源配置，为医药卫生改革的进一步深入，健立健全精神卫生三级防治体系提供参考。方法 通过调查了解县级精神病院的现状，分析当前面临困难和产生原因。结果当前我国县级精神卫生机构存在配置不足、分配不匀、技术人员缺基础设施和医疗环境较差，社会保障功能不完关等困难，与政府财政投入不够管理不到位,精神卫生知识宣传末落实及法制不健全等有关。结论 建立政府主导、部门合作、社会参与、依法管理与社会保障体系相结合的工作模式，加强县级精神病院“三项”基本建设，是巩固和发展县级精神卫生事业的可靠保证。 　　【关键词】县级精神病院 困境 发展思考 　　中图分类号：R197.3 文献标识???：B 文章编号：1005-0515（2011）10-276-02 　　County psychiatric hospital is facing difficulties and the development of thinking 　　HE Xinyun1 LILiwen1 HE xinchu1 PENGzhi E 2 HE xun1 　　（1.Hunan Anhua of Prevention Institute, Hunan Anhua 413 522;2.Second peoples Hospital of Hunan Province Hunan Anhua 413522） 　　【Abstract】Objective analysis of the status of county psychiatric hospitals and the allocation of resources for further in-depth medical and health reform, health legislation and improve mental health prevention and control system to provide three references. Methodsthrough the county mental hospital about the status of the investigation, analysis and causes of current difficulties. Results of the current county mental health agencies in China there is a configuration less, unevenly distributed, lack of technical staff and medical environment, poor infrastructure, social security and other functional problems could not finish off with Government financial input is not enough management in place, knowledge of mental health promotion at the end implementation and the legal system is not perfect and so on.
