加强各民主党派参政议政机制建设问题的探讨 　　 摘 要： 民主党派参政议政是中国共产党领导下的多党合作和政治协商制度的重要组成部分，民主党派参政议政机制建设的薄弱是妨碍民主党派参政议政的主要问题。机制建设应从四个方面着手：一是建立和健全话语表达机制，保证信息渠道；二是建立和完善参政议政联动机制，实现整体效能发挥；三是建立健全参政议政与重大决策相统一的机制，反映民主党派的利益诉求；四是建立和完善学习机制，构建学习型民主党派的党组织，培养参政议政的能力。 　　 关键词： 统一战线； 民主党派； 参政议政机制 　　中图分类号： D665 文献标识码： A 文章编号： 1673-9973(2012)01-0065-03 　　 　　The Discussion on Strengthening the Democratic Parties Participating 　　in Politics Mechanism Construction 　　ZHANG Li-ping ， MA Jin 　　(Gansu Institute of Politics and Law， Administrative Institute， Lanzhou 730070， China) 　　 Abstract: The democratic Party participating in politics is under the leadership of the communist party of China multi-Party cooperation and political consultation system is an important part of. The democratic Parties participating in politics is concerned, system construction in our province from four aspects: firstly, to establish and improve words expressing mechanism, ensure that information channels. Secondly, establish and perfect the linkage mechanism, realize the overall efficiency of participating in politics. Thirdly, establish and perfect the participating politics of unity with major decision mechanism, reflect democratic interest demand. Fourth, establish and perfect the mechanism of learning, construction of learning-oriented Democratic Party organization, cultivate the ability of participating in politics. 　　 Key words: united front； Democratic Parties； participating in politics mechanism 　　 　　 参政议政既是民主党派的重要政治任务，又是我国政党制度建设的重要组成部分。近年来，各民主党派的参政议政工作在共产党的领导下取得了重大进展。各民主党派围绕中心、服务大局，立足自身优势，认真履行参政党的职能，为促进我国经济发展、维护社会稳定做出了突出贡献。 　　 进入新世纪，随着社会主义现代化建设步伐的加快，社会主义民主政治建设、多党合作事业的发展，各民主党派参政议政工作面对的要求越来越高，面临的任务越来越重。总的看来，各民主党派参政议政机制建设的薄弱是妨碍民主党派参政议政的主要问题。因此，只有进一步加强各民主党派参政议政的机制建设，才能从总体上提高民主党派参政议政的能力和水平，才能使民主党派参政议政工作适应改革开放的新形势。 　　 一、建立健全制度运行机制，夯实民主党派参政议政基础 　　 制度建设带有根本性和全局性，它是规范管理、规范工作程序的基础性工作。机制建设则是制度建设的具体体现和外在表现形式，两者
