摘要 摘要 独立学院是在高等教育大众化大潮的推动下，在高等教育呼唤多元化的背景下 产生一种新的高等教育办学模式，从 1999 年在浙江、江苏等地产生以来，得到了 ‘嚼 1怡 t蓬勃发展，现已发展到全国 29 个省市 300 多所学校，成为当前高等教育改革的一 个热点问题。它是高等教育的一种创新和发展，为合理有效地开发和利用教商资源 提供了新的思路。它的出现，缓解了高等教育资源的不足，对高等教育的改革产生 了较大的推动作用。随着这种新办学模式的发展，它也逐渐涌现出…些问题，例如 产权不清、办学定位不清等，其中凸现了教学质量难以保证的劣势，其教学质量问 ‘嚼 1 怡 t 由此本文以独立学院的教学质量管理为研究课题，结合国外社区学院的发展情 况，分析了我国独立学院教学存在的问题及成因，最后从教学质量管理角度对其教 学质量的提高提出了相关的建议。本文主要分为三部分内容:首先，从独立学院的 概念进行阐释，接着概述了独立学院发展的现状、特点及趋势。其次，结合美国社 区学院的发展、现状以及对我国的启示，分析了我国独立学院现状、存在问题提影 响因素，第二部分从教学投入、办学定位、师资、学生、监控和评估体系等几大方 面提出了提高教学质量的相关制度建设和措施。 ? 关键词:独立学院:高等教育:教学质量:社区学院 ‘ ABSTRACT Independent institute is a new school mode of higher education，which is promoted by the popularization tide of higher education and grows in acωrdance with the pluralism of higher education .Since it emerged in Zhejiang and Jiangsu provinces in 、1999，it has developed vigorously. Now it has become a hot spot ofthe higher education refonn and there are more than 300 institutes in 29 cities a11 around China. Its the 、 、innovation and development of higher education. It has provided a new idea for developing and using the education reso町ces reasonably and effectively. Its emergency alleviates the shortage of higher education re50urces and impulses greatly on reformation 、 of higher education. As the developing of 也is new mode，it also gradually emerges some problems ，for example，也e property right is unclear，the orientation of running the school is unclear and 50 on. All of these problems show the shortage that its teaching quality is difficult to be 凯laranteed. More attention is paid ωthe teaching quality problems. Teaching quality is not only the key to the development of institute，but also the fundament of the institutes sustaining development. It relates ωthe survival of 白e institute in future.
