China is right now standing in a very important stage on the road of new industry, the theory and the application of the concerning evaluation index system of the independent innovation capacity of the industry enterprises are just at the very beginning statues. There are a few achievements and the researches are under exploring. Due to this background, this paper analyzes the research statues on design fields for the evaluation index of innovation of both China and abroad, states the designing manner of the independent innovation capacity evaluation index system; designs the measurement frame of the index system that affect the independent innovation capacity from depth and horizontal. Finally, put forward the evaluation index system for independent innovation capacity of the industry enterprises in Sichuan. 　　Key words: Industry enterprises; independent innovation capacity; measurement frame; index system. 　　 　　一、引言 　　 　　我国正处在全面建设小康社会、走新型工业化道路的关键时期，党的十七大报告提出了“提高自主创新能力，建设创新型国家”的国家发展战略，在今后几十年里，我国将不断提高自主创新能力，促使我国经济高速发展。自主创新是发展中国家调整经济结构和提高国家竞争力的必然选择。而国家竞争力最直接地表现在微观经济层面――工业企业的综合竞争力上。因此，全面提升工业企业的自主创新能力，才能提高国家的竞争力和综合国力，才能实现从资源依赖型向创新驱动型转变，才能推动创新型国家的建设。系统、科学、有效地评价工业企业创新能力，对于工业企业科学地定位自身的创新状态，采取有效的创新措施，保持和提高企业竞争优势，减少创新不确
