Abstract The strength of emergency responding capability of city power supply system is fatal for one countrys economic trend. A country will not flourish without the support from electricity industry. How to establish the evaluation system has tremendous significance to improve the emergency responding capability of city power supply system. The index to evaluate the emergency responding capability of city power supply system is the main content of the evaluation system, whoes slection and perfection are the main frame for the evaluation system and can clarify the quantification level of emergency responding capability of city power supply system. The improvement of emergency responding capability of city power supply system is a systematic project, which needs planning from all the aspects and step-by-step implementation. The point that deserves our serious considering during the researching process of the emergency responding capability of city power supply system is that we should seek for effective and practical way from the aspects of both techonology and management to construct the emergency responding system of city power supply. This paper treats this as a systemtic project but not to research as a technology problem. This paper, adbiding by the pricipal to construct evaluation system, selects out the main factors that can reflect the emergency responding capability of city power supply system and also sets up the basic main frame suitable for domestic evaluation system by researching and analyzing emergency responding capability of city power supply system of domestic and international cities. This paper states the core question of why using the evaluation system to judge the management of the emergency responding capability of city power supply system, and at last this paper also gives some exploratory ways for the development and improvement of the emergency responding capability of city power supply system.
