摘 要 城镇化进程是我国社会主义经济转型时期必须经历的一个重要过程，一方面城镇化给我 们带来了经济效益上的突飞猛进，另一方面我们也不可忽视，城镇化的不断推进也给我们经 济的发展带来了一系列新的问题，其中最迫切需要解决的问题正是当前伴随城镇化产生的失 地农民特殊群体以及他们的养老保障难题。由于我国部分地区经济发展水平较低，加之二元 城乡发展不平衡、征地补偿制度不合理等现实问题的存在，大多数农民失去土地后生活仍处 于无保障状态，再就业难度也较大。为了探索我国解决新兴弱势群体——失地农民养老保障 问题的新出路，本文共计分为五个部分，从我国经济的实际情况出发，在以前专家学者对该 问题的研究基础之上，运用经济学供需分析方法、马克思主义政治经济学地租理论、新马克 思主义相关观点，与国际上其他国家成功经验进行借鉴对比，综合分析我国现行失地农民补 偿制度的缺陷，阐明构建新型失地农民养老保障体系的迫切性和重要性。最终，综合以上分 析，得出本文关于构建失地农民养老保障体系的具体对策和建议。 关键词：失地农民 养老保障 城镇化 征地 ABSTRACT Urbanization is an important process, which is the economic restructuring of China must go through.On the one hand, urbanization has brought leaps and bounds in the economic benefits for us, on the other hand, the continuous progress of urbanization has also brought a series of new problems to our economic development,which should not be ignored by us. The problem, which is the most urgent to be solved, is the old-age security of the landless farmers. As the low level of economic development in some areas, coupled with the unbalanced development of the dual urban-rural social security, unreasonable land compensation system, most farmers lost their land, and then daily lives lost protection, re-employment is also difficult. In order to explore a new way to solve the problem of old-age security of landless farmers in China, the paper is divided into five parts, According to the actual situation of our economy, based on the study of other scholars, this paper uses supply and demand analysis, Karl Marxs rent theory and neo-Marxist point of view, analysis the defects of the existing landless farmers compensation system, clarify the urgency and importance to build the new old-age security system for landless farmers. In the end, based on the above analysis, we draw the specific strategies and recommendations on building the old-age security system for landless farmers.
