Study on the Cost Control and Management of Expressway Construction A Dissertation Submitted for the Degree of Master Candidate：Xu Xiaoting Supervisor：Associate Prof. Feng Fang Chang’an University, Xi’an, China I I I 摘 要 随着社会经济的高速发展，我国公路建设特别是高速公路建设规模也在不断 增长。但是随着高速公路建设的飞速发展，高速公路建设成本控制与管理中存在 的问题也突显出来，鉴于此，本文在深入研究高速公路建设成本控制与管理现状 的基础上，结合高速公路建设的特点及公路建设成本控制方面理论，指出现阶段 高速公路建设成本控制与管理主要存在以下八个问题：一是高速公路融资结构单 一，利息费用过高；二是部分建设项目违反基本建设程序；三是大部分项目超概 算；四是部分项目违反招投标制度；五是部分项目只重完工进度而忽视成本控制； 六是建设单位管理费有严重的超支现象；七是竣工阶段存在的问题；八是公路建 设质量成本存在的问题。基于以上问题，本文在详细分析其产生原因的基础上， 认为高速公路建设成本控制是一种对高速公路建设全过程全员的控制，即要有效 控制成本，就要对高速公路建设的各个阶段、部门、人员进行有效控制，以达到 降低成本的目的，同时也要在各阶段有效控制质量成本。本文有针对性的提出了 各个阶段现有问题的解决措施，认为高速公路建设成本的控制与管理应贯穿高速 公路建设全过程，是一种动态的控制，应该在项目建议书、可行性研究、建造到 竣工交付使用各个程序就进行成本控制，尤其在前期勘察、设计时要做到全面、 细致，以免因为勘察设计失误，而造成设计变更浪费资金及增加成本。 关键词：高速公路建设成本，成本控制，基本建设程序，建设单位管理费 PAGE PAGE IV Abstract Through reforming and opening up, the total scale of highway, waterway, civil aviation and other transportation infrastructure achieves great-leap-forward development, and highway construction, especially expressway achieves the growth from line to plane and from plane to network. But with the development at top speed in highway construction, problems of cost control and management in expressway construction become standing out. In view of this condition, this paper which bases on the deep research of the status quo in the expressway construction cost control and management and combines with the characteristics of highway construction and expressway construction cost control theories, shows that the expressway construction cost control and management mainly includes the following eight problems in current stage: first, financing structure of expressway is too single and interest cost of expressway is too high; second, some construction projects violate elementary construction procedure; third, most of construction projects exceed the general estimate; fourth, some projects violate the bidding system; fifth, some construction projec
