摘 摘 要 5．12汶川地震发生以后，城市应急避难场所的建设受到高度的重视。在 调查过程中发现，绵阳市应急避难场所和城市绿地的结合规划中存在许多问 题，尚处于起步阶段，如标示牌的树立，城市应急避难绿地的分布等。即使 被选作城市应急避难绿地的场所，其内部的规划设计也是缺乏理论的指导， 为了完善绵阳市的城市应急避难绿地的规划和建设理论，明确城市应急避难 绿地的建立在城市建设中的重要作用，本文进行了以下的研究： 首先，通过简单介绍城市灾害和我国城市防灾减灾策略，以及灾害发生 时城市绿地和避难场所在城市中起到的作用，提出城市应急避难绿地建设是 城市防灾减灾的重要组成部分。并通过分析国内外相关理论和发展实践，总 结我国应急避难存在的问题。 其次，在大量阅读关于城市应急避难场所和城市绿地相关理论的资料后， 总结出城市应急避难场所和城市绿地结合规划的可行性，并提出城市应急避 难绿地将是城市应急避难场所建设的主要形式。 再次，从城市应急避难绿地的概念入手，将城市应急避难绿地分为三种 类型：中心应急避难绿地、固定应急避难绿地、临时应急避难绿地。通过分 析得出城市应急避难场所与城市绿地结合规划的原则、意义和作用。通过对 三种应急避难绿地总体布局即服务半径、人口容量的分析，提出城市应急避 难场所与城市绿地结合规划的方法，主要从系统及内部空间的规划、生命线 工程的规划、道路交通的规划布局、生活设施设计和设备配置以及种植设计5 方面进行阐述。 最后，就绵阳市城市应急避难绿地规划现状进行分析，绘制出绵阳市城 市绿地分布图、服务半径图；城市应急避难绿地分布图、服务半径图，得出 绵阳市城市绿地建设现状较好，有较好的建设城市应急避难绿地的基础，但 现实中城市应急避难绿地的建设却存在着分布不均匀、基础设施薄弱、各避 难绿地之问联系性差等问题，亟待解决，由此提出绵阳市建设城市应急避难 绿地的建议，希望能对今后的建设有所帮助。 关键词：城市绿地 城市应急避难场所 防灾减灾 避难 规划建设 Abst Abst ract After 5．1 2 Wenchuan earthquake，the construction of urban emergencv shelters are paid a high attention．During the investigation，many problems are found in emergency shelters combined with urban g’reen space planning in Mianyang City，and planning still stay in its infancy，such as set the badges．the distribution of emergency evacuation green and SO on．Even if the place that Was selected as the emergency evacuation green，lacking of the oretical guidance in the internal planning and design，in order to perfect the theory of emergency evacuation green planning and construction in Mianyang city，definitude the important role of the establishment of urban emergency evacuation green in urban construction，we did some research in this article as follows： First of all，by introducing city calamities and systematic theory of prevention and mitigation strategies in china briefly，the construction of emergency evacuation green is an important part of prevention and mitigation disaster systematic is proposed．And through analyzing relevant theory and practices， summarize the problems that exist in our emergency shelters． Secondly，by reading a lar
