AbstractThe Abstract The methods and approaches of using Geographic Information System．ArcView GIS in crop pests forecasting and monitoring field were explored roundly in this study．As compared with the traditional methods of crop-pest information description，i．e．，by characters，the ArcView GIS is much more powerful functionally due to its great capacity of drawing the distribution maps of pests，using analyse and query functions to gain figure information from the map，and managing the data basis on geography． By usIng it，the bulletins are become more acceptable by the public． Based upon the odginal field data and pattern data ofrice diseases and insect pests，a system named “A Network System for Transferring and Managing Foreseating Data of Rice Diseases and Insect Pests” was constructed，which can transfer data by sanding and receiving E·mail．In this system,a database was constructed where the information of rice diseases and insect pests allocated in difierant counties and provinces as well as in the country was included．Apart from increasing the temporal efficiency of information transferring and the capacity of automatic management，this system also has paied great contributions to the standardization of data reports and to the reduction of data-ttansferring cost． Moreover,the structure oftables that are used for filling origihal pest data is applied as the framework of the database constructed，leadIng to the standardization ofdatabase constructure． In addition，the approaches of combining GIS and network transferring techniques were studied primarily．By using the progranumng language of Arcview GIS，the programs aiming at automatically screening data and drawing figures of pest distribution were designed，and the framework of pest management system for the National Stations ofCrop Diseases and Insect Pests was also constructed． After the results ofthe research work is used extensively,it would be absolutely possible transfer the data of rice pests via Intemet，to colle
