摘 要 摘 要 人防机动指挥通信系统建设项目是九洲集团坚持走军民融合式科学发展道路 的一个重大突破。针对这种亦军亦民的项目，如何在实施过程中突破传统的军工 项目质量管理模式，创新实施项目质量管理，推动项目顺利实施，是摆在九洲人 面前的一个重要课题。对此，九洲人做了深入有益的探索，取得了一些成果，同 时也存在一些问题。 本文将项目管理、项目质量管理等相关学科的理论知识与项目质量管理实践 相结合，通过运用问题调研、过程控制、系统方法、因果分析、数值分析、相关 分析等方法对项目实施全过程的质量计划、质量保证、质量控制等环节进行分析 研究、归纳、研究、探索和总结九洲集团在人防机动指挥通信系统建设项目质量 管理的独特模式——加强项目方案实施前期调研沟通，尽量减少实施过程项目目 标变化，制定周密的项目质量管理计划，规范项目实施过程质量管理，建立专项 有效的质量保证体系并不断完善，以“一个过程两个源头三个环节”为抓手强化 项目实施过程质量控制。 针对项目实施过程中质量管理存在的不足，如对供应商的管理，对车辆改装 过程的控制，项目实施过程状态管理等，笔者也提出了个人的见解和建议，为更 好的推动项目完成起到了积极作用。 关键词：人防项目 质量管理计划 质量保证 质量控制 Ⅰ ABSTRACT ABSTRACT Mobile air defense command and communication system construction project is a major breakthrough that is adhered to the road of military and civilian integration of scientific development by the Jiuzhou Group.
