Hebei province around Beijing and Tianjin, has obvious location advantage in science and technology resources, but the science and technology level and competition ability is not high, technology to economic support function also is not strong. Hebei province must carefully reexamine the traditional superiority, the realistic superiority and the latent superiority of Beijing and Tianjin, unceasingly developing the effective way of ST cooperation. Form the point of view of serving the Hebei province, comprehensive analysis the status of the Beijing Tianjin and Hebei RD resources allocation, innovation activities and regional economic performance in 10 years, using the related theory model and method to research the relationship between them. The main research contents are as follows: Summarize and combed the existing literature. Reviewing the present research situation and research results of RD resources disposition and performance innovation on the performance form domestic and foreign. Analyzing RD resources allocation situation and compare them form RD input and output. Through the cointegration test and granger causality analysis method, studying the relationship between RD resources and innovation activities, between innovation activities and economic performance.
