ABSTRACT Regional health information is the important foundation of the comprehensive development of our country。But with the uneven development throughout，the problem of information silos is more serious. Therefore, the Regional health information has an urgent need for a top-level design to support the unified building. To solve this problem, this paper conducts a comprehensive analysis and design for regional health information based on thinking and framework of DoDAF. This paper mainly complete the following tasks： Build the overall framework for the Top-level Design of regional health information. It full describes the critical issues, objectives, method, steps and key achievements, as the basis and guidance for the following design. Build the business structure design for the Top-level Design of regional health information. It analyzes the business processes and related involving people, agencies and departments and describes the requirements and operations of this field. Build the information architecture design for the Top-level Design of regional health information. It combines the information and data viewpoint of DoDAF, analyzes the information model and data structure of this field and describes the conceptual model and logical model. Build the systems and technology architecture design for the Top-level Design of regional health information. It explains the related projects and the relationships between them and describes the system structure and techniques. Summarize the regional health information design and related standards, as guidance for the development of regional health information. This paper applies DoDAF to the regional health information top-level design， and inherits the advantages of DoDAF with a higher scalability and adaptability, lays the foundation for the development and construction of information technology for the future.
