价值工程在建设项目设计阶段的应用研究 摘 要 建设项目设计是将决策和设想变为现实的唯一方式，同时又是指导建设项 目实施的经济技术性文件。设计阶段基本上决定了建设项目的规模、标准及功 能并形成设计概算，确定了投资的最高限额，在这一阶段对建设项目总投资的 影响程度高达 75%以上，故在此阶段运用价值工程的原理和方法，在保证功能 的前提下，优化功能结构，力求降低成本，是提高工程价值的关键阶段。 文章首先分析了价值工程在建设项目设计阶段的研究现状，确定了论文研 究思路及框架，介绍了价值工程理论及应用程序。其次，论述了建设项目设计 阶段的划分及功能分析，并利用价值工程原理构建了项目优化设计方案模型， 包括功能对象选择、设计方案成本系数确定、价值评价模型的设计、价值系数 计算结果的使用及改进方案的制定方法等。最后，针对所构建的项目优化设计 方案模型，结合体育工程项目实际，将价值工程应用到本工程的设计阶段进行 方案优选及优化。通过价值工程的原理在体育馆工程设计阶段的应用，提高工 程功能价值的同时，降低了成本，使本工程提前两个月投入使用，共计节约建 造成本和使用维护费用约 260 万元，获得了很好的经济效益和社会效益。 关键词：建设项目；设计阶段；价值工程；方案模型 Application Research of Value Engineering(VE) in the Design Stage of Construction Project Abstract The design of construction project is the only way to turn decision and imagine into reality, meanwhile, it is also the economical and technical document which guides the implement of itself. The design stage basically decides the scale, standard and function of construction project, it also forms the design budget and determines the maximum amount of investment. The impact of this period to total investment of construction project is more than 75%, so under the premise of guaranteeing functions, the use of VE principles and methods in this period will optimize the function structure and reduce the costs, it is the key stage of improving the project value. This article firstly analyses the research status of VE in the design stage of construction project, it establishes the research ideas and framework, summarizes the theory and applications of VE. Secondly, it discusses the division and functional analysis of construction project in the design stage, and builds a project optimization design model with using VE principles, which including the selection of function object, the decision of design cost coefficient, the design of evaluation model, the usage of calculated result for value coefficient, the making method of improving plans.
