The ones that established in recent years in China took the new-type industrialized road, this decision has emphasized the development of the electronics and information industries outstandingly. The typical characteristic of the electronic information products is: Market life cycle is short, the model change is frequent, emphasize networked application. The technological innovation activity stems from two major motive force: The progress of science and technology; The users needs. We need to meet users demands through promoting the value of the products in technological innovation. Value engineering is a kind of fruitful management method, It aims at improving the function of the research object, reducing and investing the cost, in order to achieve the goal of promoting value of the products. We introduce the value engineering in the products technological innovation course of electronic information, there are important meanings to the market competitiveness of developing and promoting the electronics and information industries of our country. This paper contains 4 parts : The theory of value engineering and technical innovation, Management of the products technological innovation course of electronic and information, Value engineering project used in the example of CATV optical transmitter technical innovation and product innovation accomplishment appraisement. It has explained the idea and method of the using value engineering in the technological innovation activity of electronic information products. The purpose is to look for the method to suit technological innovation activity of electronic information enterprise of our country, promote enterprises technological innovation strength. Th
