摘 要 官吏福利是中国古代官员所享有的重要待遇，它对维护统治秩序和宣传国家的主流价 值观起了积极的导向作用。汉代官吏的福利制度是在秦制的基础上不断发展、创新而来的。 目前，国内外学者关于汉代官员福利的研究，多零星的散见于个别论文中或著作的某一方 面，系统研究汉代官吏福利的专著尚未出现。以此笔者首先对“福利”进行概念的界定， 然后以历史社会学的方法与视角，从官吏福利的背景、内涵、特征、效应等不同方面对汉 代官吏的福利进行全面、系统地考察。 首先，是要考察“福利”制度的概念，根据“福利”制度的概念来界定“官吏福利” 的内涵。福利概念可谓众说纷纭，本文所考察的官吏福利，主要是以官僚阶层为考察对象， 指除官俸之外的其他待遇，包括官员们通过正常法规所获得的物质非物质的好处，即官员 在职期间的正常休假、赏赐、退休等福利以及退休官员逝世后的丧葬、优抚等福利。汉代 官吏福利之目的在于改善、提高官员这个特殊群体的生活状况，激励忠廉勤能者。 其次，探究汉代官吏福利的内容，从官员的休假、赏赐、退休及退休后的待遇等几个 方面对汉代官员福利进行了具体的阐述。汉代统治者从这几个方面对官员进行不同程度的 待遇赏赐，对于笼络在职官员和稳定人心具有非常重要的意义，同时对于引导汉代的社会 风尚、维持政治统治秩序和政权的不断延续也意义非凡。 再次，揭示汉代官吏福利的特征。通过对汉代官吏福利内容的考察，可以看出汉代官 员福利主要有身份性与等级性、多样性与灵活性、随意性与伦理性及渐进性与持续性等四 个方面的特征。 最后，在以上研究的基础上，对汉代官吏福利所产生的效应进行阐述。汉代官吏福利 的积极效应是占主导地位，但是也不能忽视其产生的消极效应。总之，汉代官吏福利为二 千余年的中国传统社会提供了一个基本的官员福利范式，在此后两千多年中国历史的发展 中，中国古代官员的福利大致都是沿袭这一范式。 关键词： 汉代； 官吏； 福利； 休假；致仕 Abstract Official welfare was the important treatment for officers in ancient china, which played a positive leading role in maintaining ruling order and advocating mainstream sense of worth. Official welfare in Han-dynasty was an reconstruction based on the lessons learned from the Qin-dynasty by the rules in the early Han-dynasty. Presently, researches about the welfare of Han-dynasty officers by scholars at home or abroad largely scatter in one aspect in certain essays or works, some systematic special studies on it haven’t been seen. To begin with the author will define the concept of welfare, and then observe it overall and systematically from the aspects of backgrounds, meanings, features, effects with a perspective and way of histosociology.
